Positive opinion on the revised SA BREF

The Industrial Emissions Directive (IED) is the main EU instrument regulating pollutant emissions from the industry. Plants covered by the directive can only operate if they possess a permit, granted by national authorities. The permit conditions must be based on the best available techniques (BAT). The draft, review and updating of BAT reference documents (BREFs) are discussed by the Article 13 Forum,  a place for exchange between Member States, industries, and NGOs.

The revision of the Slaughterhouses and Animals By-products Industries BREF (SA BREF) started in 2019 and the final version was adopted by the forum on 22 May 2023.

According to Article 75 of the IED, the Commission shall ask the opinion of a committee on the text. As a result of the IED Article 75 Committee meeting, held on 21 September, the draft SA BREF received a positive opinion.

The final version will now be submitted for adoption by the Commission. It is expected to be published in the Official Journal of the European Union in the coming weeks.
